This is not necessarily true - check the manual for your exact vehicle. For instance, the Toyota Sienna allows for about 800 lbs of payload in the vehicle. After subtracting off the 400-500 lbs of tongue weight, that leaves 300-400 lbs for passengers and cargo.
There are several lightweight (~2700-~3100 lbs with mandatory options) trailers available - look for the 17-19' models with 2 bunk ends.
If you don't want to have to worry as much about what you put in the trailer, look more towards the lower end of that. (Jayco and KZ both have models down in the 2500-2700 range.)
Regardless, you'll not want to tow with full water tanks. Water is heavy.
