It doesn't matter if you are doing commercial hauling or not. All 2 series and up trucks in CA are licensed by weight and you get CA commercial plates with the attendant much higher registration fees. CA has gotten way out of control trying to support their habit by taxing anything to do with business including any motor vehicle that remotely smells like business. The only upside i can see with this is the ability to park in the occasional yellow loading zone.
I"m with JM. See if you can get an extension on the registration deadline. There might be a penalty.
Now-o-days our camper stays on the truck most of the time. If it were ALL the time I could petition the DMV for RV status and the reg. fees would drop dramatically. It's just that small portion of the time I use the truck only that keeps me from doing it. I don't want to get caught. So, how much of the time are you contemplating having the camper on? If you want to live dangerously, register the thing as an RV once you get an extension and the new bed and camper on the truck. I don't know if there is an inspection for this. If there is, remove the jacks before hand.
There is some navigational way around all this.
