Thanks to everybody for the help and advice. Bryan, I will research the other companies to help form a decision. I might be speaking out of place being unfamiliar with vehicle code (interpretation) but here is the gist of things.
Credit union has loaned monies against something not registered.
CA DMV needs "something" mounted and then a weight value declared for registration. If caught with more weight than declared at time of title, penalties count back to time of title.
I have shown full transparency to all agencies and not dodging due fees or taxes.
I was curious to see if others have had these challenges and it seems that despite attempts to foresee everything, somebody will cross their arms and say sorry...you need this first-
