You can change the reg in California to private (non-commercial) but you cannot carry anything in the bed after that (CVC 34601 (2)(G)). With a camper, there are conflicting regulations: DMV classifies that as a load, but the house and heath regulations classify it as an RV (CHSC 18010). The DMV says it is only an RV if the camper is "permanently attached" (CVC 362). Also in California, anything with a utility body or over 11,500 GVWR must stop at scales, unless it is registered as an RV (CVC 471). While the risk of apprehension may be small, it is a criminal offense to bypass, a misdemeanor (CVC 2813).
