I remove the majority of the old caulking with a plastic putty knife and then use mineral spirits. Wipe on the mineral spirits, let it set for a little while, 2 or 3 minutes, then wipe off.
You have to repeat a few times to get it all, but I haven't damaged anything that I've done.
I have had decals come loose at the edges. If they are in a caulked seam, I push them down and caulk over it.
If they aren't at a seam that will get caulked, I apply a couple of coats of acrylic finish on them. (ZEP floor finish)
