Your surge protector is looking for a
bonded ground and because it's not getting that from the power source it's interpreting this as an error. This is common when running from a genset that's not bonded, usually isn't when running from a hard wired shore power source since that source normally does provide adequate bonding. My bet is if you bonded the source output by connecting the neutral to the ground your surge protector would suddenly be quite happy again.
