It's a sandwich that was, at one point, glued together. VERY thin luan plywood on the top and bottom with a Styrofoam core.
In the pic below you can see the dark top and bottom that are the remains of the luan. The only ply remaining on this sample is the ply that was glued to the foam. The remainder of the plys fell apart.
Judging by the straight lines of ply remaining on the bottom tarp you can see how the tarp is glued to the bottom layer of luan.
