Bottom part of the frig takes longer than the freezer....could take up to 18 hrs. to get fully cold...Each time you open it to check it it is cold you dump cold air and it will take longer..
If the freezer is getting cold...(enough to freeze water) then the bottom section will follow.
If the freezer is getting cold...(enough to freeze water) then the bottom section will follow.
