Back when transmissions had vacuum operated governors, they could get into a balance that would cause them to hunt between two gears every few seconds. My first Dodge Cummins with its 47RH was bad about that in the hills. Throw in the slipping torque converter and it wasn't pretty. Lock out O/D or pull the lever to 2nd was the answer. Then pray it didn't overheat with a 2100rpm stall speed converter behind a 2500rpm governed engine.
