Pretty much happens every time there is any interruption to the supply chain, i.e. big storm or whatever (higher demand because of cold weather)! As for "price gouging", take a course in simple economics, it's basically "supply and demand"! i.e., If the supply is limited and the demand is high, bingo, the price is going to be high! Dang! Did your economics course touch on "price fixing"?
If there's a seasonal swell in demand, why isn't there a stockpile to accomodate it, like retailers do for Christmas shopping? Oh, wait, we never DO run out of oil... we just expect that the rising price will decrease demand by deterring people from heating their homes while the industry pulls in windfall profits. There's no way that's not just pure profiteering.

Diamonds aren't expensive because of limited limited supply or excessive demand, either. DeBeers just decided it.
