My advice would be to scrap the plan of hauling the Harley.
Yes, you could add weight to the front of the trailer to increase the tongue weight.
However, the tendency for sway is determined by more than tongue weight. One of the other major factors is the trailer's polar moment of inertia.
By adding 1100# about two feet behind the rear end of the trailer and more weight near the front to help control tongue weight, the moment of inertia will be increased significantly. And the tendency for sway will be increased significantly.
