Tunning or programming is not just about adding power or even peak power. These days, tuning can alter how much power you get at a certain rpm and what the trans does with that power in a certain gear.
For example, while my towing tune does give my truck more peak power, the biggest improvement is the power it makes under 2,000 rpm. The tune alters fuel maps to achieve more torque and power at lower rpms where they are needed the most when towing. This not only makes towing easier, but it also saves fuel by not needing to be at such high rpms to do the same work. Of course there are many other things that custom tuning does to current trucks to help make your truck more unique to your own needs rather than being generic to everyone's needs.
