My understanding of the "New" electric forced induction technology is that they are using an electric turbo to force air through the drive (exhaust) side of a conventional turbo to get the turbo spinning before there is enough exhaust gas flow to get the turbo spinning to reduce or eliminate turbo lag. So the electric turbo charger only runs for a short period of time when the engine is at low RPM's and beginning to accelerate.
My Duramax has variable geometry turbos for the same purpose... to start the turbo spinning earlier at lower exhaust pressure levels. It is kind of cool that the vanes in my turbo actually change pitch depending on the current exhaust pressure conditions. What I find absolutely amazing is that it is reliable!
