You don't need a CDL to pull a 10,000 trailer with a pickup truck.
You need a CDL when you surpass 26,000 licensed gross weight. Notice I said licensed weight, not truck GVWR. You can drive a truck that's good for more than 26,000 if it's licensed at under 26,000 and you keep the scale weight below that.
That photo doesn't show a failed extended tongue. It shows a poorly attached coupler and/or overloaded trailer.
