WA really made a mumbo-jumbo from simple law.
You can tow >10k if you GCVR is below 26k.
To legally tow 10+k you need at least 1-ton pickup, what usually comes with 15k GVR.
Meaning in the best case scenario you could stretch legal towing to 11k, but you be better good with math as you are walking thin line.
For years trailer towing was slipping from law enforcement attention, but in last years the revenue seekers found out that there is lot of easy money in it.
When I was pulling my 18k equipment hauler via weight station, I got pulled over for inspection 2 out of 3 times, so that makes pretty lousy gamble.
