You may have the winterizing valve on the water heater not fully open. If there are check valves in either the inlet or outlet of the water heater, they may be jammed with debris.
I did try taking the check valve off on the outlet side but it was being a bugger to get loose and I didn’t have all the proper tools with me. Should I just replace the check valve totally?
