The atv trailer I built was like that.
I cut the bottom plate off and then straighten the top one using a strap and a come along.
Once it was straight I out it back together and welded the bottom plate back where it should be.
Couple hours and it was done. Super easy.
I fixed it because it put a lot of pressure on the gears to raise it and didn't want them to wear out prematurely.
Angle grinder and a welder. Bam done.
