Other than the amount of tongue weight a TV can handle, there is no info. anywhere on the internet to indicate a downside to being over 15%.
10 - 15% is not a "recommended" range, it's what it normally ends up being when all loaded up. Brochure dry tongue weights are typically close to 10% and always go up. Being below 10% is not good. Average appears to be around 12 - 13% based on anecdotal reports.
