I had to argue that point with a truck rental company when they were going to charge me extra because the tank was not full to the top. I told them I ran the pump until it clicked off and it would be a violation if I had added more. I walked the guy over to the pumps they had and showed him the sticker the state inspector puts on the pump with the warning about topping off.
That being said, I do try to get as much in as possible so as the tank gets full I slow down the flow to keep it from splashing or foaming and tripping the pump sensor.
