Certainly would be less work finding someone to swap with, or selling outright recouping some cost to replace. Shortening though wouldn't affect its integrity, actually increase its capacity shortening 12", decrease its leverage.
I shortened ours. It's an older Super Truss & top tube isn't solid bar. The solid 2" male end is about 12" long, inserted/welded into top 2 1/2" tube. So chose to shorten from the hollow ball mount ends. Can be cut from insert end but considerably more work. Especially as Brad mentioned ensuring ease of inserting into hitch. Aligning one set of pin holes doable, 2 parallel sets of holes I saw as impossible with tooling I have.
After removing the reinforcing ring and chain plate I cut off from the ball mount end and comp tube. Drilled new pin hole & re-welded chain plate and reinforcing ring.
