Simple answer? No. bags or extra springs will just stop your bumper from dragging on the ground, they will not increase your ratings. There is more to payload than just springs. Tires, rims, axles, frames etc all have limits. They are only designed to support the max ratings of the truck as a whole, with a small margin for safety. What you're considering will easily exceed most 1/2 ton ratings by 1,000lbs or more.
Being able to stop is another consideration. Brakes are only designed to stop the truck at it's rated gvwr. Ever tried panicking stopping a fully loaded truck? Now think about an overloaded one.
If you're worried about cost I guarantee it will cost you a lot more down the road if you start with the wrong truck now. If you can afford to a '13 Tundra, you can afford a used 2500hd truck, price isn't that much different. I picked up my '14 Ram 2500 (8mo old) for $40k (cdn), just looked at a used '15 Tundra listed for $52k.
