I enjoyed my visit to Idaho's Kootenai NWR very much.
Warning: wildlife areas are managed by several different agencies. Each has its own policies and missions. Some have fees and some do not. Some require a hunting license for access. Some allow camping and some (most, in my experience) do not. I do not hunt or fish. When I went to the license agent to buy a Lands Pass (for non-hunting use) for California, the clerk did not know what it was. Fortunately, her computer did.
I have so far found the National Wildlife Refuge System to be very visitor-friendly. They usually have well-informed staff and great exhibits or interpretive signage about the area, the wildlife, the management techniques.
