It will shift forward without blocking. Even with 3/4" horse stall mats on my flatbed, the TC would slowly creep forward without blocks. Interestingly, I have never had side creep issues like some owners (even when traveling on washboard roads).
I assume that the truck tail lights do not clear the wings of your TC or there is something hanging bellow that does not allow for farther placement forward. My Ford short bed was fine, but my Ram flatbed is too long to clear the generator exhaust, bumper supports and drains under the TC beyond 7.5'.
