I recently went through the same search and purchased a VersaRack with Pocketloks from Amazon. The Pocketloks install in the 4 stake pockets and the VersaRack bolts to the pocketloks. No drilling required. Unfortunately I just received it and it isn't mounted on my truck yet.
Cost is under $200.00 for the Rack and Pocketloks, seems strong and lightweight. One issue I had is some of the nuts and washers were missing from my box(box torn during shipping). Trying to get a hold of the manufacturer(MasterRack) is next to impossible for help. I ended up just buying what I needed from a local hardware store.
