THAT is the actual payload rating for your truck and is based on a DRY weight. No fuel, no driver - NOTHING!
So that is your starting point.

I don't believe that fuel is considered to be "cargo", so it seems likely to me that the payload weight on the sticker assumes a full fuel tank. Anyone know more about this?
