I don't believe that fuel is considered to be "cargo", so it seems likely to me that the payload weight on the sticker assumes a full fuel tank. Anyone know more about this?
Vehicle shippers were paid by weight. They were paid on the dry weight plus 20# for approx 3 gallons of fuel.
They used the payload rating to make sure they weren't being cheated!
