I have the same problem with my OFF-ROAD POPUP with 15-inch wheels.
It certainly is missing the first step on the ground haha...
I went with this Camping World folding steps... What I like about this on is the steps is a grate and allows you to stomp on it knocking dirt off your shoes... Sometimes I leave the four legs still folded up...
Have had mine ever since I got this trailer in 2008.
Folds up great and sits just inside the trailer door when in travel mode.
