My understanding is that if the TSB had not been issued, the NHTSA would have issued the Recall. That's the understanding I have of the definition and in my understanding of the information in my post.
The hesitation was true and it was a serious safety issue. The NHTSA exists to cure problems before there are accidents or deaths.
It's the mincing of words, the confusion comes when greatly publicized problems are denied because one says he never saw or heard of the problems.
95 reports is not a small number, that is actually a large number to reach the NHTSA. If ford actually thought that that was the number affected they wouldn't have issued a TSB that affected 400,000.
The TSB said to replace the intercooler to solve the problem. When you take a part back and replace it with another. That part on that truck was recalled.
As you said the 6.0 had a great many problems. But there were no 'RECALLS' on the engine that I am aware of.
Same thing applies to the 6.4 diesel.
