Just for the record 95 of 400,000 is 0.02375%. Let's just call that 0.024%.

A TSB is a bulletin directed to the service tech providing service information on how to diagnose and repair a problem. Nothing more. There are TSBs on how to correct a faulty heater control and power seats. Has nothing to do with safety or a recall.
