A TSB and recall are not interchangeable. If the govt determined a safety issue warrants a recall than the mfg issuing a TSB does not correct that problem. A TSB is simply a repair/diagnostic used if someone brings in a vehicle exhibiting specific symptoms. A recall is mandatory and owners of affected vehicles are notified.
