Read my post above. The UTHSA recognized that Ford had released the TSB. It was because of that they did not force a recall.
If Ford already promised to fix the problem and does in fact carry through. A formal Recall is not necessary.
It is for that reason a TSB is sometimes referred to as a voluntary recall. That is all I have said with regard to a recall and a TSB.
A TSB that rectifies a safety problem recognized by the NHTSA, prevents a recall.
Because there had been 95 complaints claiming safety issues. The NHTSA was investigating the problems and determined Ford had voluntarily fixed the issue.
Unfortunately as of late there are many times the manufacturers are not voluntarily taking care of the problem and the NHTSA has been forced to go to court and issue recalls.
