Choices - this is one thing that has always made the US a great place to live.
Whatever works that satisfies the person spending the bucks and gets the job done is what matters the most.
In the event my Cummins (3.73 gears) would have to downshift from 6th to 5th (rare I imagine) the RPMs would maybe hit 2200-2400 RPM. Your Ford shifting from 6th to 5th to 4th had to see at least 4000+ RPMs.
I have gotten so use to the laid back easy life of driving a Cummins diesel that when I took my motor home to Florida and back and the V-10 would down shift a couple times trying to maintain cruise speed, the RPMs would scare me. I finally just turned the cruise off in the hills and went with the pedal.
9 MPG is not bad. I have seen 9.5 or so at 70 MPH with a headwind. I had a nice tailwind coming across Wyoming and saw 14.5 MPG at 70 MPH.
