The OP is asking about a USDOT number, not whether he needs a CDL. There are many cases where a driver does not need a CDL but still needs a medical card, USDOT number, logbook and safety equipment, etc. I believe this is when operating a vehicle over 10K GVWR in interstate commerce. An example would be delivering travel trailers at under 26K GCVWR, no CDL required but all other commercial driving regs would apply.
