I've been pulled over 5 times twice by CVI (commercial vehicle inspections) once by a sheriff and twice by a city cop.
First time was with the 00 Excursion and dump trailer about 7-8 years ago. He wrote me for 8 warnings and let me on my way. The CVI was stopped on the side of the road pulling over commercial vehicle at will.
Second time was in the dually pulling dump trailer. Got no DOT #'s, inoperable break away breaks, and expired health card. Went to court and the judge tried to drop all 3 but he said he had to get me for something. Wrote me for the health card as it was the least points $210 fine.
Third time was in the SRW and dump trailer. The CVI did his quick walk around and tests and said he would have given me the atta boy sticker but my windshield was broken, let me off with a warning. The CVI saw me and followed me and pulled me over no reason other than to "check me out".
Fourth time was tinted windows on dually. My own fault bought truck that way, warning. No tint at all on commercial front windows...
Fifth time was a speed trap doing 72mph in a 55 in dually. The city cop asked to see my health card, fire ext. and warning triangles. He made one of the guys pony up a glove to put on the boards which he claimed stuck too far out of the truck. He said since I was following the DOT laws it was my lucky day no ticket.
There's a city were rumor has it all cop cars have scales in them to weigh commercial vehicles! Same city got in trouble for taking a few million of the obama "relief" fund to put new sod at a school.
I hate to say it but a 1 ton truck with a ladder rack and a ladder on top makes me think it's a work truck/commercial vehicle. Guessing your over 10K lbs? Of my 4 work trucks only the dually is over the 10K lbs so when there's nothing in tow they can't really bother me for DOT stuff with 3 of the the vehicles.
Oh, I hear if you pass all inspections they can write you for one drip from your motor or tranny. They can also check parking brake function and your front end parts. Of course they can check your tires for wear too.
As far as my trucks trailer all under 26K lbs so no annual inspection needed or CDL.
