Maybe cheapskates do.
Considering how inexpensive new ones are it makes little sense economically to turn them. Besides they really need to be turned and Blanchard Ground, not just turned, something I can do in my shop, but don't bother.
Besides, most vented rotors have very little excess metal in the first place.
