I believe we are saying the same thing. When you add the tongue weight of the trailer to the ball, you compress the rear springs and pivoting the truck about the rear axle. This lifts the front end and reducing the weight on the front axle. The front end of the trailer also dips down.
Add the tension bars and some of the weight is transferred back to the front axle and the trailer and the TV and TT sit level. I have heard the 20 to 25% figure before which means that if my TT adds 600 lbs. of tongue weight about 150 lbs. may get shifted back to the trailer.
While 150 lbs. sounds good, it is less than variation in the gas tank weight between fill ups.
