You are still fixating on only one small aspect of all this weight stuff. The acceptable TW for the various types of towed vehicles can vary a lot. 8% for say a 7500lb boat might be fine, but no applicable to something like a travel trailer. Just like almost all specifications for vehicles the manufacturer will naturally give you the very highest w/o specifiying what that applies to and let's the uninformed buyer equate those to whatever suits their wants the best like you are trying to do.
