The truck makers may choose any GVWR number he wants for a particular truck. And he may choose any fawr/rawr he wants.
A truck maker isn't about to produce a truck that can't handle the sum of its gawrs as its gvwr.
Ford agrees with this in all their Fleet Ford body service weight spec website which says.....
4) Gross Axle Weight Rating is determined by the rated capacity of the minimum component of the axle system (axle, computer-selected springs, wheels, tires) of a specific vehicle. Front and rear GAWRs will, in all cases, sum to a number equal to or greater than the GVWR for the particular vehicle. (snip)..
Looking through GM/RAM and Fords weight specs shows some trucks GVWR is w/i a couple of hundred pounds of the sum of the axle ratings.
