At the Elk Neck State CG in Maryland where we stayed a couple weeks ago, there was a couple that were in the Host site. I talked to the guy and he said he stayed there all winter long in a 5er. Since this loop only had electric, I asked how he handled sewer and water. He said he tried to use the bath house as much as possible, and used bottled or jugs of water to wash up and cook. He also had a large 40-gallon tote to dispose of waste water at the dump, which he needed to do every couple weeks or so. I assume he heated with a combination of electric and propone.
I'm pretty sure he didn't have to pay for the site since he was on duty. He was even at the check in booth one night, wearing what looked to be a ranger type uniform. I thought that was strange, unless they consider CG hosts as state employees. That or he just got a shirt to look official.
