Light duty trucks (pickups) are a major portion of vehicle sales in the US. The majority of people that buy them don't really use them to haul anything. They are daily commute and grocery getter vehicles. If the government wants to get those people out of trucks, simply restrict truck production to 3/4 ton diesels or larger. Due to the added cost, only consumers that really need or have a use for a truck will buy trucks.
