Where do you get the idea that houses are built by licensed tradesmen, or that they "always" do quality work?
People who build houses only have to be "supervised" by a licensed tradesman. Inspectors are only good for cursory inspections, and most sins can be easily hidden. I've seen PLENTY of shoddy workmanship in houses too.
