Not the case at all along I-90 from Montana to almost Seattle except for the short section from Wallace to Lookout Pass on the Idaho side. Btw, even the valleys in Montana are 3000 or above, so you are pretty much always at elevation of some amount.
If you are talking the mountains from Boise to the Columbia, I agree.
