Short answer on stable loads is no they don't replace air bags. Typically one would use a stable load setup and then bags also if they weren't enough.
I would suggest PMing one of the knowledgeable folks here that could help walk you through the different upgrades and your options.
I have a decent idea how your truck will handle that camper and installing either upper or lower stable loads or both wouldn't be money wasted. IMO.
But again, some 1 on 1 advice and expalnantion would help you out immensely.
