I just recieved an email from Winegard support. I had asked if I could reverse the head on the mount.
Their answer was no, and all I could do was relocate the whole antenna.
If I can lower the mast at an angle,I would have clearance, but would the antenna have a tendency to fly, going down the road?
I am now researching all of the suggestions, and will get back.

After replying, I had another thought. Can I lower it in the 2:o'clock position, instead of the 12:o'clock position?

Jim,
It likely wouldn't lock in the travel position if you lower it this way.
