Should I use epoxy and wooden dowels - or forget the dowels and just fill the new drilled-out hole with epoxy and then re-drill for screws?

if the holes go into wood and the hole is close to orginal size expoxy with some filler should be enough.. they use the stuff to glue in the anchors for the cable stays for the masts on large sail boats..
