Sleepy, My guess as to why the guys were in the water is they could cast just a bit further out towards the channel than from the shore. See that a lot in the surf fishing at the beach.
The people dumping the bucket and then adding water ( i think that is what you were asking) is probably to keep their bait alive. Without an aerator, the small fish, shrimp, or crabs they might be using for bait would die. Have to keep changing the stale water to keep them alive.
Keep on posting. I am really enjoying it. I like that area also. My youngest sibling lives in Ft. Walton Beach and it is a really nice area, just too many tourists most of the time.
