If you are writing about the red lights in the sky (the white cresent is the moon).... The lights were several thousand feet into the sky and moving over a military installation. We were more than three miles from any light source or reflective sign that we could see at ground level.
I have encountered the stationary "do not enter" signs that you mention in Canada and even in a few places in the states. I think they might even be an international designation.
