Border Zone Tax Reduced By 8% 2019

Who did what? I don't know what you are referring, who lower what tax? Can you give a little more where this information came from?

Do you have a reference to that? I ask because although Lopez would like to reduce the IVA along the border, his hands are tied by the Senate and Legislature who need to approve the tax reduction.

I have searched everywhere and there has been no official change that I can see. It would be interesting to read.

Ensenada wins its argument, gets admission into new border zone

Ensenada, Baja California, will be included in the new northern border free zone to be implemented by the federal government although it is located beyond the official limits.

President López Obrador confirmed Ensenada’s inclusion during a speech to thousands of supporters at Mexico City’s central square Saturday evening just hours after he was sworn in.

The free zone, which is scheduled to go into effect on January 1, will generally extend around 30 kilometers south of Mexico’s border with the United States and run from Matamoros, Tamaulipas, to Tijuana, Baja California.

Ensenada is located about 100 kilometers south of Tijuana and the Mexico-United States border.

The value-added tax rate (IVA) is slated to be cut in the free zone from 16% to 8% while the maximum income tax rate (ISR) will be reduced from 30% to 20%.

Baja California Governor Francisco Vega de la Madrid said he was pleased that Ensenada – the state’s third biggest city behind Tijuana and Mexicali – would be included in the zone.

“It’s with satisfaction that we see from the first day of the new federal administration that Baja California is considered a strategic region for the development of Mexico,” he said.

Business groups including the Mexican Employers Federation (Coparmex), the Business Coordinating Council (CCE) and the National Chamber for Industrial Transformation (Canacintra) had warned that excluding Ensenada would have a negative effect on the city and surrounding municipality’s main commercial activities of tourism and trade.

The private sector lobbied strongly for Ensenada’s inclusion in the free zone, and sent a letter to López Obrador in October.

The president of Coparmex in Ensenada said the area depends heavily on tourism and investment from municipalities located closer to the border as well as the United States and it was important to ensure that it didn’t lose competitiveness.

“The municipality is geographically and commercially isolated from the rest of the country, being 940 kilometers from Hermosillo in Sonora and La Paz in Baja California Sur . . . there’s no kind of economic contact,” Marco Navarro said.

If Ensenada wasn’t included in the border region free zone, there were fears that the city’s workforce could be lured away and that shoppers would chose to spend their money closer to the border, or in some cases, in the southern United States.

An economic loss of 900 million pesos (US $44.3 million) had been predicted in the free zone’s first year of operation.

CCE Ensenada president Jorge Cortés Rios welcomed the government’s decision, saying that it would allow the city to maintain economic growth and position itself as one of the nation’s premier tourist destinations.

Other cities that will benefit from the zone are Ciudad Juárez, Chihuahua; Nogales, Sonora; and Reynosa, Tamaulipas.

Celebran inclusión de Ensenada en zona libre

Ensenada, BC. La nueva administración federal, que encabeza Andrés Manuel López Obrador, decidió incluir a Ensenada como parte de la zona libre, la cual plantea beneficios fiscales para las ciudades del norte del país.

Organismos como la Confederación Patronal de la República Mexicana (Coparmex) y el Consejo Coordinador Empresarial (CCE) habían advertido que al excluir al municipio lo condenaban a sufrir pérdidas en sus principales actividades económicas, turismo y comercio.

El gobernador de Baja California, Francisco Vega de Lamadrid, explicó que López Obrador anunció la inclusión de Ensenada como parte de la zona libre, la cual entrará en vigor a partir del 1 de enero del 2019 a lo largo de la frontera con Estados Unidos.

“Vemos con satisfacción que desde el primer día de la nueva administración federal, Baja California sea considerada como una región estratégica para el desarrollo de México”, indicó.
Importancia

El presidente de Coparmex en Ensenada, Marco Isaac Navarro Steck, refirió que el municipio depende principalmente de las inversiones y de la derrama que deja el turismo de los municipios fronterizos, además del que proviene de la Unión Americana, por lo que era necesario incluirlo en el proyecto para que no perdiera competitividad.

“El municipio vive en un aislamiento geográfico y comercial con respecto del resto del país al estar a más de 940 kilómetros de Hermosillo en Sonora y 1,400 kilómetros de La Paz en Baja California Sur, con los que hay ningún tipo de contacto económico”, indicó.

Parte de las advertencias eran que con su exclusión pudiera registrarse contrabando de mercancías, migración de mano de obra y servicios, fuga de consumidores domésticos que resultaban en una pérdida anual estimada de 900 millones de pesos en el primer año con afectación a todas las familias, pero mucho más, a las de poco poder adquisitivo.

En tanto, el presidente del CCE de Ensenada, Jorge Cortés Ríos, celebró la decisión del nuevo gobierno federal.

Añadió que con ello se mantiene el ritmo de crecimiento, particularmente en el sector turístico que tiene Ensenada y que proyectan posicionarlo como uno de los principales destinos turísticos.

En octubre pasado, el sector empresarial envió una carta a López Obrador para exigir que el municipio se incluyera en los beneficios de un eventual decreto de zona libre fronteriza, que van desde la zona libre de aranceles, la disminución del Impuesto al Valor Agregado a 8% y del Impuesto sobre la Renta a 20 por ciento.

Key words "are to be implemented". It is not law yet. OMLO is in big trouble. He is doing away with the State run medical system and combining it with the Federal System. I bet the State employees are going to be up in arms. For those who do not understand the Seguro system it is a mess. Regular employees use IMSS. This is the largest medical provider. State employees and municipal employees use the State run Medical system. For example in Sonora it is ISSTESON. Military has their own system. IMSS standards vary from one location to another. IMHO it mostly sucks! I know that in the Guad area it can be first class. ISSTE is an excellent system. They have a lot of the latest equipment and decent hospitals. I tried to sign up but impossible for a foreigner! This is a huge undertaking and I give AMLO credit for doing the right thing. But it will cost a lot of money. Reducing the IVA along the border will reduce revenue that is badly needed. AMLO is trying to live up to his promises but the elected officials will try to block some of those changes. No different than in Canada and the USA! Moderator: This is NOT a political post. Just some facts.

If you have your permanent or temporary residency, you can sign up for IMSS. This year, if you are between 60 and 69 years old it's 8,700p.

Many Extranejeros sign up for Seguro Poular. This was meant for Mexicans that are not employed and want some sort of health insurance. It is very basic. AMLO is going to change that insurance. I find it disgusting when foreigners take advantage of a program that is intended for the poor. On this forum probably Mex is the only one that can remember Conasupo. This was a store that provided subsidised food for the very poor. Gringos used to go the stores and buy some of the basics at very low prices. They would stock up before returning North! The IMSS like all public health systems is underfunded. The fees do not cover the cost of services. I would hope that AMLO will not allow Gringos to enter the IMSS. Or maybe have higher fees. Like a few thousand dollars per annum. We have Mexican friends that go once a month to the IMSS clinic to get their pharmaceuticals. Often they have to return the next month as that drug is all gone.
