I assisted a caravan customer last year who had to back out and already had a permit. It was sucessful, but it did take about 4 months. I am fortunate in that teh company I work with is Mexican and the owner has some contacts where it counts, but its always a challenge. One should always retain the strip of paper they give you when you leave the country, just in case.
