No need to cross at Peace Arch if going to Victoria, you can take the ferry from Port Angeles on the Olympic peninsula or from Anacortes north of Seattle. 5-6 hour waits at the border are virtually unheard of especially going north, 2 hours is possible going south on summer weekends.
